Start with the official source. The 2026 Colorado Blue Book is available online at https://leg.colorado.gov/bluebook. This Colorado General Assembly page links to the full booklet, fiscal impact statements, TABOR information, judicial evaluations, and Spanish-language materials.
A Six Step Thought Partner Process
Start with the official material. Open the measure in your Blue Book. Read the ballot title, summary, fiscal impact, and arguments for and against. Paste the exact title or upload the relevant Blue Book pages.
Identify your decision lens. Before asking AI, note what matters to you: household costs, taxes, your business or industry, employees, public services, or a broader policy principle. This keeps the analysis focused on the question you actually need answered.
Ask for a plain English explanation. Have AI explain what changes in current law, what stays the same, who is affected, when it takes effect, and what the measure does not do.
Ask the taxpayer question. Request a clear answer on whether the measure raises a tax, creates a fee, retains revenue that otherwise would be refunded, affects a TABOR refund, or shifts costs elsewhere.
